    From looking at your first photo I think you probable disturb a rim burr that had been folded over onto the face of the coin in question . A minor error that may have originated from when the blank was punched out of the copper strip of metal.
    It is also why the metal underneath where it was looks clean and new.

    Thanks for the photos. You’ll get more responses now. Definitely not a lamination but if you mean that bright spot on the reverse it’s either what @alurid said or it’s from a worn die. Wait for others to respond.
