You cannot say with certainty that this wear was caused by the coin sliding around in coin cabinet tray or in a plastic flip. The exact same wear could have been caused from the coin being in actual circulation. You don't know, you never can know. All you can ever do is guess what caused the wear. So the TPGs have the option, they can say - oh that wear was caused from roll friction. Or - oh that wear was caused by cabinet friction. So this coin is still MS. Wear is wear - regardless of what caused it. You should not be able to pick and choose on any coin you want and decide that this one was caused by this and that one was caused by that. Same kind of thing with the toning issue. The TPGs cannot, absolutely cannot, 100% cannot, determine that toning is either artificial or natural. Nobody can. They can only guess. And they even admit that. If you are going to have rules, then the same rules should apply all the time - not just some of the time.[/QUOTE]
