Question on MS 70 Grading

    If they give proof coins special handling, wouldn't a proof 70 be much more likely than a MS 70.

    Yes, they are - normally. But these coins are a bit different from any other. Even the business strikes are being handled very carefully and they are individually packaged in sheets of 25 coins so that the coins do not touch each other and create the marks and dings found on normal coins - even bullion coins. That is the reason for the unusually high percentage of high grades.
