How does one determine the price of a graded coin by NGC in a GSA Soft Pack and what type of premium do they usually go for when the coin in question is a common date?

Simple answer, the same way you determine the price for any coin - you look up realized auction prices.

Just keep in mind that there is a certain segment of collectors who like and or specialize in this kind of stuff and if anyone is paying a premium it's usually one of them - or dealer who has one of them as a customer waiting the in the wings to buy it from him. And the amount of that premium is usually based on emotions as opposed to real world value. In other words - the more he wants it the more he'll pay.
