I can't say for certain but if it was, it was a long time ago - It's been in this plastic box for at least 30+ years with a ton of other random world coins.
Not my rules and personally I don’t agree but I’ve sent in coins that probably haven’t been messed with in a hundred years but the TPGs put “cleaned” on the slab and you’re out of luck.
Honestly regardless of this being possibly cleaned - this is a somewhat difficult coin to find in this condition. Most important thing is to determine it's authenticity, which I believe it's genuine but I could be wrong. With the strong interest in the Chinese market - Hong Kong coin prices have been steadily climbing in the last decade. This should bring in good money if you ever plan to sell it.
