could someone tell me if this is a error coin or if someone did this themselves. I have a 1994 Pennsylvania quarter that is hollowed out on the one side. 15992109869544209552892814180268.jpg 15992109869544209552892814180268.jpg 1599211137623876652568841713993.jpg has anybody ever seen anything like this

That would be post mint damage.
That would not occur during the minting process.
Those lines are caused by a sharp edge (It was machined) that hollows out the Quarter.

Magicians coins are made this way to make coin props for various tricks.
Could even have been used as a Spy Coin missing the other half that fits into the machined area.

And yes.. We have seen several over the years here on CoinTalk.

Hopefully you didn't buy and pay to much for it.
Did you find it in circulation?

As @paddyman98 already stated, a machined coin (PMD) and most likely made as a novelty for magic tricks. How, may I ask, did you acquire it? I've never encountered one in a roll or circulation. Fun find and worth hanging on to, IMO.
