this does look like dried glue because of the photos. I'm thinking it may be a struck thru coin where part of the thin cladding from a struck coin come loose and got between the planchet and the die and got struck into this coin. It's hard to say for sure from the photos . If this is what it is it would be a retained struck thru and a great find.
