I believe it is. But because it's a date that is common in proof, it would need to be pretty nice to be worth much more than the silver value.
Based on your video in post 6, it looks likely that it is a proof (although the '63 does come in a Type II reverse with the proof eagle). Unfortunately, like paddy verified, it's toast with those spots! (On the bright side, an immaculate proof isn't worth nearly as much as an immaculate bus. type II, last I checked.)
