I do not, personally. They're out of scope for me. Nor do I know of the existence of an example which is plainly an Impaired Proof (although such ought to exist - the 1970 No S ran an entire Proof die life, some 2000+ examples), which would have required such diagnostics to be identifiable. That does not mean nobody knows. Just not me.

I dunno... Personally, I thought he was addressing a city in New York. He just needed a comma or two. "Which, Congers, a song from the past!" And he associates a song from the past to the city in New York... Perfectly logical.
