Just opened my 2015 America the beautiful proof set and one of the quarters is missing. Do you thing I should return it for a complete set or does it have any value do to the error???

That's bad quality control. It's worth what you paid for it minus 25c :arghh:

New proof sets are not sonically sealed, if you grab the corner's there's a notch, if you carefully pull it apart each side at a time you can open it safely and insert a replacement proof quarter to fill the space, then you can pop the plastic seal back together good as new.

Not sure if an error set deserves a premium

ALL ERRORS (every single one of them!!! BY DEFINITION!!!) are bad quality control.
