I think that the 2 year limit is only in the act authorizing the Presidential Dollar. I do not believe that it a law governing all coinage.

If you mean a general case law, one that applies to all US coins, the answer is NO. There IS a law that forbids the use of a living person on the PAPER money, and there are specific laws that forbid living persons on specific series (State quarters , ATB quarters and President dollar coins) But right now if a new coin design or series is approved (Such as a new commemorative) and they DON'T specify in the authorization that no living person can appear then the designer could put a living person on them ad it would be perfectly legal. I assume you mean this. That is part of the authorization for the Presidental dollar coins and was passed in 2005. That did not exist when the the dime, half dollar and Ike dollar were authorized.
As a secular person, I'm not calling for the removal of "In God We Trust" from US money. But it is kind of silly that enough people objected to the motto being on the rim that it had to be moved to the obverse to placate them. The original design was less cluttered, and still met all of the existing rules for US currency.

Agreed. Each design should be dignified and respectful, regardless of anyone's opinion of the person. That said, I've been suggesting for many years now that once this program runs its course that the USMint strike circulating commemorative $1 coins for any president in the second following his or her passing in the exact same manner as the USPS issues a commemorative postage stamp in the first year following his or her passing.
