They would all be one year, one design. Just maybe two presidents if you just happened to get a bag from right when they were switching from one to the other. Mixed bags would have to come from the Fed or the armored car services and they normally take coins from the big bag not put them into one. These are normally bought by the big wholesale dealers that then resell them by the roll. There are 5600 rolls in a bag, sell them for $28 a roll and you make a profit (And you will wholesale a lot of them out to smaller dealers so you really have no risk.), any errors in the bag you basically get for free.

For the earlier coins in the series, they can still be found at many banks. You might have to ask several tellers. They dry up pretty much from the first President Johnson onward by that method. The second half of the series was only distributed to collectors by the Mint, for a premium. They are nearly impossible to find in commerce or the banking system, with the very occasional exception. My favorite method is cutting them out of Mint Sets and/or breaking up Proof Sets. A few recent years of both are still in "bubble pricing" mode. Patience is your friend on those. They will drop in price eventually. If you are not collecting by mint (P,D), an idea is the coin/first spouse medal pair sets. The other benefit of breaking out Prezbucks from the pair set is that the Prezbucks tend to be primo condition pieces. The bronze first spouse medals have significant upside potential in my opinion. "Maybe not today, maybe not tomorrow, but soon, and for the rest of your life." Name the movie.
Actually, you can deals on these dollars all over the place. One place I am aware is Littleton Coin (http://www.littletoncoin.com/shop/). They have specials from time to time but, you can also find deals on their website for sets of years or the whole set and in most cases, you will ONLY pay face value. Just look and pass the knowledge on.
