i would guess so. thats a very unusual sight to see that much of an offcenter strike for the half. it made my day. my math teacher that got me started collecting bought a penny that is 53% offcenter.
If that California quarter is the same thickness as any other quarter, it may just be toned. I have several State quarters with a "gold", or as you describe it, "orange" toning, similar in appearance to this one.

Hi All, The California Quarter is definitely struck on a planchet missing a clad layer. Could even be in the $400.00 Range. The Georgia appears to be struck in what is called a partial collar. Worth about $25.00 to the right buyer. The kennedy can be worth as much as $100.00 or more to the right collector it is a noce Off-center strike Have Fun, Bill
