By Buffalo standards, no.

I went to a Sabres game in '77 and spent 3 days stuck in Buffalo because of snow.

 

By traditional human standards they do.

I grew up in Vermont, a place where winter has been known to sometimes visit, and don't mind winter weather. You couldn't pay me enough to live in Buffalo. That place is off the charts.
