62-95 38-61 They were complete, all XF or better and most of the 62-95 are AU+ and toned nicely. Already pulled the ones I have holes for. Picked 'em at my local honey hole pawn shop.

Not a Expert!!!!! but I would say just worn die strike from the start. Also a long with a Very Hard life in Circulation But someone could see something I do not see.
If you don't mind, how much did you pay? I had a honey hole pawn shop in the metro I used to live in and, as an example, got a complete WLH 16-36 PDS set for $499 (grades AG-F) and a complete Buffalo set for $299 (with VF+ 14-D and 14-S). Honey holes are the best!
$30 total, $20 for the set with the War Nickels and $10 for the later one. Yes, the HH I get mine from dont ever go thru the coins, just buy/sell based on melt values.
