If you look at it closely, you can see that this recessed area extends very deeply into the coin. What this means is that this area is the "highest" point on the die. When the dies clash together, this area leaves an impression on the ovberse die that looks like a Talon. Some folks are known to call these "Thorn Heads". As you may or may not know, there is movement of the press during the striking of a coin.
