Pretty impressive to have an MS 32-s Washington! Is it real? Hard to tell as the obverse is washed out with too much light exposure. The reverse looks like it has a cast look as it has a grainy/orange peel look to the surfaces. I am no expert, and could be wrong and will wait for others to chime in...
In general yes. In theory you could get rid of them with a dip, but that would also remove the nice toning. To me, this is a classic example of a decent album coin. Nice, but not so nice you'd slab it. FWIW, it's in my Washington B toner Dansco.
