    1965 quarter seems to have some relief type rings on the outer rim on head and tail if this coin is this an error or just some kind of wear

    I think more of a Quarter that was encased in some type of Coin Bezel that held it for a long time and damaged the edge

    such as -

    More likely it was encased in a "lucky coin" type token where the outer ring is compressed around the coin
