Submitters list a MINIMUM grade they will accept. NGC currently accepts MS69 as the highest minimum grade they will accept. Therefore, any coin that would grade below MS69 would not be slabbed and would be returned raw to the submitter with no grading fee charged. A submitter would be stupid to request a lower minimum grade than MS69 as coins graded lower are not worth a premium and would cost a grading fee.
