Not sure on this? There is some evidence of pmd. But also looks like there was grease surrounding the area that looks to be a struck thru. Help appreciated! I have circled the area that looks like damage.
I'm no expert, but the damage looks inconsistent with the rest of the coin, and judging by this observation I would agree with you that it is an error.
