PMD or Collar Error?

    I found this at the floor of the car wash! There is a lot of PMD and stuff on it and some crazy artificial tones. On the reverse the rim is completely gone and zinc is revealed. Could this be a partial collar or other collar error? Or did somebody just rub the rim off?

    I hope somebody here knows better than me!

    Definite PMD, my opinion. looks like it was trapped in a machine that spins, with close tolerances to not allow the coin through. just what comes to mind. I bet it was trapped in a coin counter.
