PMD of some sort?

Another posting about an edge reminded me of a coin I came across. As I am slowly comprehending the minting process, my "postings" here have cut down alot just because I can make sense of more coins I find....eliminating them from "mint damage".

This one stumped me a bit. My guess is thats its PMD of some creative sort BUT I want to be sure.

To me, it looks like something kind of "shaved" into the edge just a tiny bit. What I dont understand is on the inside edge, the "splinter" of copper that kind of juts inward. How does the coin seperate and splinter like that? I dont understand it and thats why I am asking to make sure this isnt something that could happen at the mint.
