Looks like a clashed die to me. Which would be more like a direct die design transfer. PIDT's do not have defined lines such as your coin has.

But what does the OP mean by "partial"? I've never heard of a partial PIDT! I mean that is sorta already in the description - "progressive" - afterall!

As noted, a clash. It could be that the rest of the clash was removed except in the area of the lettering for fear of reducing the devices (lettering). The fields adjacent to the dome may have been reasonably reworked to remove the clash evidence.
