I don't know how many they handed out but they said I believe 12 were not returned. One turned up in a retiring Congressman's desk drawer and the person that found it sent it to the Smithsonian. And then there is the Toven specimen which was supposedly dropped by one of the politicians, picked up by a security guard who attempted to return it only to be told to go ahead and keep it. (That wouldn't make it legal for him to keep because it was "given" by someone who didn't own it.) That coin was later slabbed as an AU-58 by ICG and later crossed to PCGS as a MS-63.
