I think the technical grade is a 64 and was not expecting an upgrade to 65 (part 1 of 5 is where I expected the upgrade from 64 to 65). The reason for submitting it was to get it into a PCGS holder with a TrueView as that would increase the market value (the no star NGC holder would have held back the potential value).
