In their minds they are reasonably certain the coin will get the 70 grade. So they submit them and pay their fees. However, in most cases those submitting the coins are wrong and the coin does not grade a 70, but a 69. </p><p><br /></p><p>So here they are, they have spent their money but they are stuck with a coin that is only worth a few dollars.
