But in the early days of its existence the CCW was a completely different entity than it was in later years. In the early days the only way anyone could become a member of CCW was if ebay recruited them. </p><p><br /></p><p>In later years anybody who contacted ebay and said they would like to become a member of CCW - was allowed to become a member of CCW. ebay did this, allowed this, because they could never find enough qualified people to do the job.</p><p><br /></p><p>Is a flawed system better than none ?
