Not to be rude---but this is one reason why I wouldn't want to be a LEO. They get a case, get the guys behind it and then people won't testify, or change their story. Sure the trip would have cost more, but what if the people got off the hook and went right back to ripping other people off...wouldn't it have been well worth it to help some other people? Speedy
Exactly why I only use Paypal with a credit card. I can always go to the credit card company and have them stop payment. I only use cash with dealers I have used before, otherwise credit card. The one complaint I filed with Paypal was cash, if I had used a credit card I could have stopped payment on it. Another reason I do not mind paying a premium to a dealer which I know and trust versus ebay. Keep pushing Jack and good luck!
I tried that once. PayPal's position is that once the case is closed, it's really closed and they won't open it up again and there's no appeal. They might send you a personal email telling you they're sorry you're unhappy and giving you a chance to ventilate, but I haven't had any luck getting them to reconsider.
Arizona Jack, it really sucks you got ripped off, I've been there more than once with ebay coin sellers. I think it's important for everyone to realize that Paypal is not going to put themselves out to protect you in cases like this. As far as I know, the only requirement they have is that the seller prove the package was received at a confirmed address. I've had ebay sellers ship me an empty box before as a means of proving they sent me the package. Paypal policy doesn't include the quality of the item received, or apparently whether there was even anything in the package at all. And, I've said this before, don't rely on Paypal to protect you. Your credit card company will back you up with a charge back. Paypal won't. Big difference. Don't buy anything using Paypal unless you can either afford to write it off if you get hit, or if you know the seller is reliable.
I know that it can't always be done but if possible, open the package that you received from an eBay Seller in front of the USPS Mail Delverer or take it to the Post Office and open it in front of a Cleark and the Post Master, if possible! Sometimes intuition is involved (you know what I mean by getting a bad feeling about a Seller) and sometimes just smart business. This is what I did on my last bad purchase on eBay and PayPal advised me to file a Dispute and hold onto the coin which was manipulated to appear like the one that I won on eBay. The Seller was under threat of investigation as PayPal had already stated, that if he did not refund my money, then they would instruct me to send the coin to one of their' Investigators and if my story was confirmed, then it would be turned over to the FBI for charges. I kept everything from pictures from the Auction, detailed pictures of the received coin, pictures of the packaging and Postage paid and had two witnesses, a Postal Clerk and the Post Master that were ready to sign witnesses statements and/or testify in Court. There is nothing like Charges of Mail Fraud and possible Counterfeiting that will get the attention of a bad eBay Seller quicker and get them to change their stance on a matter of a refund! Frank
Which explains why PayPal is always pushing you to use a direct withdrawl from you bank account instead of your credit cards.
There is a more basic rationale for them pushing you for direct draw: 1) They don't get hit with the charge that the credit card imposes on them. 2) They charge the seller the same fee anyway even though it wasn't a credit card. 3) They debit the buyer's account immediately and get some nice "float time" before they sloooooooooooowly get around to putting the money in the seller's account... and some more "float time" while they slooooooooooowly move the money out of the seller's Paypal account into the seller's bank account. It's a win/win/win/win/win for them.
I think my big mistake in this was paying the guy the Paypal without an official Ebay invoice AFTER filing the 4% claim on him. He refused to invoice me thu ebay, instead only requesting the money thu paypal, which I thought was odd. When I read closer ( the amount was funny ) I saw the 4% surcharge. I went ahead and filed a complaint with both Ebay and Paypal for the surchage, then paid the guy. Nothing came.....waited......no item, so a not received claim was made. THEN, he sent a tracking # and a cpl days later, I signed for the package. Upon opening the package, I called him only to get hung up on, then I called Ebay/Paypal to file complaint of not as described. They took from Jan15th on the original untill last night to just flatly deny the claim. They said hold on to all the packaging, every email, and anything I had as far as communication, they would be asking for it during the investigation. They never asked a thing untill I got the denial last night. They totally ignored the 4% sucharge as well, after telling me they would jump on that right away as a bigtime rule violation.
Ebay Paypal? According to the famous wikipedia: On October 3, 2000, PayPal became a wholly owned subsidiary of eBay with is corporate headquarters in San Jose California. Wonder why you don't get any co-operation from one or the other? And why they usually side with the seller? Etc., etc., etc. They got their money and they don't care really care if disputes are settled. jeankay
This is strange because they usually protect the buyer. I felt pretty confidant that my Ebay feedback shows I am not the crooked type, and thought Ebay would put some faith in my credibility, against a seller with such poor feedback.
This whole situation sucks. I've been having bad luck with sellers altering the photos and me having to return the coins. So far only one refused to refund my money. They only took cash or a money order. That should have told me something. Once paypal closes a case they usually ignore any follow up requests. Sorry about this one, Jack. Bruce
