Seems to be the outline of a tellers stamp of some sort.

Dumb Question...why does the date not change on bills even if they are using the same plate 10 years later ?

Series of 1934....printed 8 years later during WW II ?

The date series only changes when there is a design change. That design change is most commonly a new Secretary of the Treasury or
    Treasurer of the United States.

    True, but, not always.
For example, when C. Douglas Dillon replaced Robert B. Anderson in 1961, the date on paper currency was still 1950... only a letter was added- "C" to indicate the succeeding series to 1950B.
Now, it rarely occurs that a series is indicated with a letter- usually dates are changed to indicate an incoming administration, and, as you said- an incoming Treasurer/Secretary of the Treasury.

The last of the $2 United States Notes. Printed from April 1965 through October 1966. This replacement note is from a 640K print run.

Yes. Starting in 1976 the BEP started printing $2 FRNs.

Year's ago my father in law and I both had fairly nice coin and currency collections. Like myself, he had to unload for financial needs. Seeing me rebuild my collection, he has been rebitten by the bug. He loves 2 dollar bills and wanted a mini port hole like mine. I scored this for him off eBay on Sunday for what I thought was a great price and now we wait and hope the actual bill is as nice as these eBay pics. Fingers crossed. dadsobv.jpg dadsrev.jpg

Can I ask what you paid for that....did you know this particular bill very well such that you knew the eBay price was in the ballpark....or is this such a specific bill that you knew the number of buyers (including yourself) is so small that you could wait for a seller to realize he has to come down in price ?

    Nice bill....BTW, what year ?

It's an 1899. Silver certificate. I do know some about it. Been watching them alot, doing some research. Thinking of getting another. He paid 132 with delivery so he got a great deal in my book.
