The only thing I can think of is that there was a TV show called Flipper back in the 1960's... Dolphins are swimmers so someone called a Flipper note a Swimmer note by mistake?
Not new but I lost it a long time ago and just found it. Probably just $4 value It was signed by the Treasurer and Secretary.

It has both autographs. One on the second note and the other on the third note. They dated it which is between the first two notes. Yes, the note was written to me.
They are attached and they are (prob) PPQ. So I think the value is more than $4. The autographs prob don't add too much, but they are authentic and that should count. All you need is a Buchanan or Regan groupie. Will be watching to see this item on Pawn Stars.
@Clawcoins When I said I should have said ONLY the autographs and the date, and without the personalization. It does have value above face, especially for you because it is made out to you, but not so much to others because of that.
There is some confusion as to exactly what a swimmer note is. Purists say that only the 0, 6, 9 can be used because they will be same size when flipped; remember that some number 8s have small/large upper/lower circles; most 1s don't count because of the serif on the number. Now here's a few examples which I believe are "swimmers":
I agree. It's awesome. Since it was stated that Wynn rarely signed, I am going to assume this was either a high roller acquaintance he knew or a friend. Normally ink will lower the value, but in this case a rare signature from a semi-celebrity has to raise the value. (IMO) There is already a premium on big bills which is higher than the value should be. Big bills are a finite quantity and in demand. Not too many years ago this was a 1200 dollar bill without the ink. Now even in this condition, I think it is 1500 without the ink and 1700-2000 to the right buyer. Have you gotten an appraisal? People always say: Oh it's not about the money, I love this coin, or this note. But they still are curious about the value.
My first Web error note. After a 19 month hiatus of printing the 1988A Web notes, the BEP started printing Web notes again and only for two Districts, New York and Philadelphia. The total for all 1993 Web notes was just over 25 million. Since the BEP only used one faceplate, all series 1993 Web notes bear faceplate number 1.
Living here in Las Vegas, Steve Wynn is really not a big deal, from a celebrity Stand point, though he does own a few of the top hotels, you maybe able to Get 10-15% on top of the note itself but generally I think it hurts the value Rather then help it, if you ever did want to sell I would bring to the pawn shop And let Rick take a look at it or atleast get it evaluated on a possible value here In Vegas as this is where it would be worth the most.
On the web note, what does it look like unfolded? In the old days Wynn was more of a figure head and not the true owner. Maybe that has changed.
