    Ottoman. Egypt/Cairo mint (مصر). 10 Para.

    Date =٤+ ١٢٧٧ + 1277 = 1280/1 Hijri or 1864 Gregorian.

    That would put it during the reign of Abdul Aziz.

    Numista.

    According to Numista, "٤ (mintage in 1863)" so perhaps there is a special case here with the dates? See the chart at the bottom of the page.

    Don't the regnal years start with year 1 rather than year 0?
    So I think you add the year number to the starting year and subtract 1.
    At least that was the only way I was able to get the numbers to work out
    when I was trying to ID a couple Ottoman coins.

    I think so, but wasn't completely sure, so that's why I put 1280/1. I think you have to subtract 1, though. So either 1280 = 1864 or 1281 = 1865. I think it's 1280 Hijri, though.
