    Your point about private companies is true. However, big time mints have done the same thing! The Perth Mint went back and reissued various 1990s dated kookaburras in 2012.

    They had to revise their mintage policy and try to soften the blow with this statement:
    "It simply demonstrates the Mint’s prerogative to mint bullion and numismatic coins to their Maximum Mintage over time while interest remains."

    Also, the US Mint raised the mintage of the 2005 Marine Corps Silver Dollars (they wrote that the law did give them the right to do so; and I believe it was done before any were released).
