I had a 1961 Type B Reverse Washington with a clip which was initially graded "Genuine - Cleaned" which upon raw resubmission graded MS63. As with anything TPG related, buy the coin and not the holder because the holder is only an opinion which can and often does change over time.
There is one dealer who pulls whole page ads in Numismatic News now and then and that's just about all he sells, so there is certainly a market for this as the others have stated above. I sold a 1810/11 half with no problem that had two rim dings, was slabbed with "Details". A harder to find coin and he was perfectly happy with his purchase, sight unseen.
