I looked at it again and yes, there is slight wear on most of those hair strands above the ear, imo. If you compare different areas you can see it. The PCGS coin looks like the same hair area as your coin also is showing slight wear, but this may be lighting or the result of a lighter strike pressure. But the definition is much better overall. Another deceiver is a weak strike that can look like wear. Also, regarding the wear on areas that might not be the highest, the high point wear would only occur against flat surfaces, if the surface the coin is rubbing against were not flat, wear could occur anywhere.
It looks in good condition but the photography makes it look flat like a piece of cardboard. We need to see how the lighting reacts, and we can't see it in those photos.
I do believe the horrible lighting makes it really difficult. The Ebay seller is a coin dealer with quite a few transactions and 100% positive feedback. In this day and age when it's easy to shoot a white card and use Lightroom to nail the white balance there really isn't much of an excuse for using such horrible images. Obviously bad pics have worked well enough for them. I'm anxious to have the coin in hand and look at it with a loupe.
