Nope, I see two thick DEPRESSIONS running across from damage to the coin itself. While no COINS are known struck from cancelled US Mint dies, there are pieces of metal (round or rectangular bars) that have been struck from such dies but they were not produced by the mint. So we know what they look like. This is a pair of silver medallions struck at the Carson City Mint using cancelled dies for an 1884 CC and 1878 CC dollar that were recovered from the site. This is a cancelled 1870 CC dollar die.
You are responding to your own reply. You do not have an error coin. You do obviously have some kind of mental illness though.
I'm late to this party, and have very little to add - except : Sir, your coin is damaged, and has nothing, repeat nothing, to do with anything, repeat anything, that you've posted or referred to, in any way, shape or form. Your coin did not leave the US Mint like that at all - However, because it IS your coin, all we can do, if you don't choose to believe any of us, is encourage you to submit it to any, repeat, any, of the top three authentication services. (PCGS, NGC, ANACS), get it authenticated, and share the coin here with us when it's certified (and graded, hopefully). Thank you sir for your time and consideration in this matter.
There's an easy way to verify your theory. Get an image of the foreign coin and transpose it overtop of this penny see if you can align the image to the lines you're point out to. Same way it's done for Mad die clashes. http://www.maddieclashes.com/mdc-1c-1990-01/
If it was endeavored the instinctive worth risk would be able to effect after exposure of those who need to create bad to reap good will probably sound confident being a troll. I did need reason to be impaired.... Line ‘em up
