One more dime question

    Double Die I know just enough to be dangerous

    This 1999 P dime has a little grease issue on the obverse, but what I'm not sure of are the lines running horizontally on each side of the torch? It looks to me like it could be either possibly rotated and struck a 2nd time although the lines are not exactly in line and seem to step up, or die gouges from polishing? I don't see any obvious signs of any rotation on the obverse which makes me lean towards the gouges theory.     Maybe just a scratch that happened to be next to the torch.

    Looks like die gouges to these tired old eyes.
