These are uncirculated coins, which were specially packaged in these blue envelopes and made for collectors. What is special about these coins is that some of the major varieties of the series can be found with these coins. The 71 S/S is big find as well as the 71S Peg Leg variety. So if you have a few of these, I would recommend doing some more research on them if you decide to get rid of them to make sure you don't have one of these varieties.
