I agree I think some did. I suspect they were shipped out either way depending on the number of coins ordered and whether or not boxes were available. My guess would be that orders for less than full sets were probably shipped in envelopes an full sets in boxes. But if they were temporarily out of boxes they probably just put the full sets in the envelopes rather than wait.
