I really think they made a mistake with your bill.This has been my main problem with the TPG's and trying to learn how to grade bills when some 30 to 45's look unbelievable and I don't understand there grade for that bill. I have the same dilemma with a note I just bought from HA and this is what they said about my bill.
Fr. 1505* $2 1928D Legal Tender Note. PMG Very Fine 30.
Seemingly an undergraded example of this early red seal star as we can only make out three vertical folds. The paper is bright and the print quality exceptional. We have sold this note in the past when it brought $115.I just bought my bill for $60 with BP, Which I thought was a steal

yeah that note does look undergraded. as far as i can tell besides the centering that note looks pretty nice. $60 is a steal for the note if you ask me. i would say that is a good candidate for resubmission
