Fred said he needs to see it in-hand to give it a proper evaluation, but he's skeptical about the same errors you are.
My understanding is that Ragged Clips or Planchet Cracks usually occur on Solid Planchets such as silver or all copper. Even on clad planchets. A Copper plated cent is made differently. The Zinc Planchets are first punched out of zinc sheets then plated. If let's say there was a ragged clip zinc planchet before the copper is applied then the zinc would not be exposed such as yours is. The copper would cover all areas of the zinc. As you may know I metal detect. I have seen hundres of examples if copper plated zinc cents with the type of errosion yours shows. As I stated. The Off Center is real but there is no ragged clip nor split planchet. I'm sure Fred will concur with me. It's great that you have shown your Cent and that you have inquired about it. There is no problem with that. But you can't just look at other examples of mint errors such as the 2 coins you showed and just assume that it's what you have. I'm just trying to help.
