Correction... "with zero offset and absolutely no/very little blurring of the inner portion of the seal"
Looks like a legitimate offset to me. Reversed, right position. And I have seen offsets that are so clear that if they weren't reversed, you would swear they were directly printed.
You may want to send it in for authentication of the error. That way in the future, if you decide to sell it, you do not have to go through the process of is it or isn’t a wet ink transfer. However (as stated before) the cost may out-way the value of the note.
You should do some research as to the cost of grading this bill verses it's value. Then you will have your answer.
