    Other than the black toning it ius picking up, it kind of looks like it has cellulite!

    It does have toning. But I see what you are talking about, it's the result of a bad camera.

    There is nothing wrong with the coin, it is a pretty run of the mill toned proof Washington Quarter. The photo is distorted. The toning looks to be cobalt blue/purple/violet which is also pretty common.
