Odd 2004 quarter

Hey guys, I found this quarter hunting. Washingtons head has almost no detail but the rest of the coin is perfect. I was wondering if this looks like a mint error or did someone do it. Thanks for the feedback.

Looking at the abrasions on Washington's head, I feel pretty secure in saying someone did it.

yeah they also scratched up the right rim pretty well too .. sandpaper type abrasions ?

 

Yea kinda what I was thinking, but just wanted to be sure.
