:yes:1 card I know their collectors in phone cards given out with Sport card pack about 1997-2000.Topps + Fleer an Upper deck too gave a few out.

But changes made to Mint policies have to be acts of Congress.

 

Let's see ... how long did it take the US to phase the $1 bill out, once the Canadian note had been done away with?

Yes, that kind of cents has been obsolete for many a year, unfortunately.
