No, off center would mean that there are details missing. This is considered 'mis-aligned' which is common.
The coloration is staining of one kind or another. It isn't an error, or something that adds value.
Looks like a chemical stain. Post mint issue.
You can safely spend your $1.00 Sacagawea coin.
Anyone use Acetone on these coins? They always seem to get dull toned, in my collection anyways.
