The top of the T's, E and S in STATES is full impression while the lower part of those letters are flat or lower lacking the "full" strike.. WHY? 20200509_182907.jpg 20200509_182841.jpg 20200509_183811.jpg 20200509_184000.jpg 20200509_182609.jpg 20200509_182248.jpg

Worn Die Strike with some Split Plating.
You can see the splitting on the Mint Mark.

Weakness in STATES isn't unusual. If you look at the obverse, Lincoln's shoulder is immediately opposite those letters. During the striking process, it takes a lot of metal to fill the shoulder area. If the set up is a little off, the letters may not completely fill. No added value

It's a weak spot on the coin. Add in a worn die and split plate doubling starts occurring. That's what you have.
