To answer that question, I compared this coin to a 1964, measuring the angle of the tilted stroke under the "5" to the diagonal stroke on a 4. Perhaps even a master die/hub was reworked, although my research at the Kongsberg mint suggests the last two digits were added after hubbing well into the 60s.
