    Sure, but how else do you confirm such an error? You cannot determine a "false negative" without data that overrides the lack of luster--the primary diagnostic. Since a struck coin imparts details, however microscopic, those should be detected at some magnitude in the protected recesses of a coin like the one presented by the OP--imo.
