All I know is if the mint is going to be selling them for more than face value (70 cents or 82 cents each depending on which quantity you buy), then they should be better than "run of the mill." The above coin should be sold by them for face value only.
Well, they never even hinted they were anything other than run of the mill coins, did they? If so, I missed it. The premium you pay for them is to have them made at all, since there is no demand for them in the commerce stream. Kind of like a club medal in that regard. You can't ever get them made for near spot. You want them? Fine, you pay for the whole cost. I will admit, though, since the switch to the higher relief Kennedys in 2015, there are some real sweetheart examples to be found in the rolls and bags. Even in 2014, I found some that graded MS67 from bags.
Given that they're only making somewhere south of 5 million per year from each mint, I would think that they would have better quality control. That said, I haven't run into any "bad" ones amongst the 6 1/2 rolls I've accumulated, so maybe the above coin is simply an aberration.
When was the last time you watched Coin Vault? It's too bad that the show doesn't have live video feed of the buyers. We would be able to see "BIDIOT" stamped on their forehead. Chris
