Rev is a beauty = 65 -66 Obverse is more important = 63-64 due to spots. If the coin is original than I think the very tiny amount of "cabinet friction" on Lincoln and perhaps a few random hairlines will be ignored. My personal grade: 63 Red TPGS: possibly 64. Looks like the coin is already graded...by ICG? Then I'll guess TPGS = 65 Red - but just.
Actually it is an old PCI slab, but I am not asking what the TPG graded it. I am looking for what grade YOU would give it.

I'm assuming the "they" you are referring to are the spots on the obverse? It looks like someone sneezed on the coin, unfortunately. The rest of the coin looks quite attractive, but the spots limit the grade to 63RD for me.
Am I seeing rim dings on the reverse or is that just the holder design? It looks like rim dings. On a mint state coin such as this, that would be enough to body bag it. BLAH! Otherwise, I'm not good at designating the level of mint state, but I would say low-mid MS and Red.
